News Vacancies: Programme Managers - Environment - Clean Energy and Sustainable Development

The OECD is a global economic forum working with 36 member countries and more than 100 emerging and developing economies. The Organisation provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

 

In line with the strategic objectives of the Secretary-General, the core mission of the OECD’s Environment Directorate is to help countries to design environmental policies that are both economically efficient and environmentally effective. The OECD has a wide-ranging body of work on topics relating to green finance and investment in the Environment Directorate (ENV), the Directorate for Financial and Enterprise Affairs (DAF), the Development Co-operation Directorate (DCD) and other parts of the organisation. In October 2016, the OECD launched its Centre on Green Finance and Investment to catalyse and support the transition to a green, low-emissions and climate-resilient global economy. The Centre provides a global platform for effective engagement, collaboration, and action on green finance and investment, produces high quality, policy-oriented research and analysis and supports the broader creation, dissemination, and exchange of data, information and analysis. 

 

The Centre on Green Finance and Investment seeks two Programme Managers, each to lead a new multi-year initiative:

 

(a) The OECD Clean Energy Finance and Investment Mobilisation Programme. This first initiative will focus on supporting the development of policy frameworks to attract finance and investment in renewable energy and energy efficiency in selected emerging economies, mainly in Southeast Asia and South America. This Programme Manager will report to the Head of the Climate, Biodiversity and Water Division.

 

(b) The Sustainable Infrastructure Development for the Low-carbon Transition in Central Asia. This second initiative will address similar issues, focusing on countries in Central Asia and South Caucasus, to support enhancing national policy frameworks to develop economically and environmentally sustainable infrastructure (i.e. green and brown field investment in energy, transport and industrial sectors). This Programme Manager will report to the Head of Green Growth and Global Relations Division.

 

These programmes will undertake country reviews and provide policy implementation support and stakeholder outreach activities in emerging and developing economies. The Programme Managers will be responsible for developing and delivering all aspects of the programmes, reporting to the respective Heads of Division, each of whom will be guided by a steering group of senior officials from the relevant OECD Directorates. The successful applicants will have significant staff, financial and programme management responsibilities, including for the successful completion of the individual country and sector reviews and the associated implementation support and stakeholder outreach activities to budget and on time.
