The International Network of Water Training Centres (INWTC) has published the Rabat declaration "training in the water sector is a profitable investment", highlighting that it is necessary to build capacities in the water supply and sanitation sectors; and that initial and vocational training is vital to boost services efficiency.

The declaration call for sustainable financial mechanism and the integration of vocational training in human resources development strategies.
