- Firstly, to review the existing initiatives both at regional level and in the various countries, making a distinction between political or institutional type schemes and technical schemes, and reviewing the resources that they have available. The role of the various stakeholders in relation to these processes needs to be defined. Within the framework of this study, any overlapping skills and complementary areas will be identified so that an improved coordination framework between the stakeholders and the initiatives can be put forward. Possible ways of coordinating with the European Environment Agency also need to be analysed.

- Secondly, to make recommendations for improving regional cooperation in the water sector in the Mediterranean Region with the aim of preparing for the Euro-Med Ministerial Water Conference, which is to be held at the end of 2008.
