Neighbourhood Civil Society Facility: Call for proposals for regional actions east and south

The European Commission has launched a call for proposals for regional actions under the Neighbourhood Civil Society Facility, aimed at the European Neighbourhood partner countries, east and south. The publication reference of the call for proposal is EuropeAid/135811/DH/ACT/Multi.

The overall objective of the call for proposals is to support active and inclusive civil society organisations, which contribute to the social and economic development of partner countries.

The specific objective is to strengthen the capacity of civil society organisations from the European Neighbourhood partner countries allowing them to improve their engagement in policy-making processes and policy dialogue, their role as watchdog and monitoring players, and their representativeness and links with their constituencies.

This Call for Proposals is split in three lots:

Lot 1 for the Eastern Neighbourhood countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine).

The programme will aim to contribute to capacity development of civil society organizations (CSOs) at the individual, organisational and sector/network level, with a particular focus on the organisational level.

Lot 2 for the Southern Neighbourhood countries (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia). In particular, the programme will aim to:·         boost CSOs’ capacities to promote reform and increase public accountability;·         strengthen CSOs’ role as watchdog players;·         reinforce and strengthen networks and coalitions of CSOs.

Lot 3 for the countries of the Neighbourhood region involved in the Maghreb integration process (Algeria, Morocco, Tunisia and Libya). The actions will aim to:·         boost CSOs’ capacities to promote regional integration at Maghreb level;·         strengthen CSOs’ capacities to interact with the Arab Maghreb Union;·         support CSOs’ initiatives and actions fostering regional integration at Maghreb level.

The overall indicative amount made available under this Call for Proposals is €9,900,000, divided as follows:·         

Lot 1 – €4.9 million·         
Lot 2 – €3.5 million·         
Lot 3 – €1.5 millionRequests for grants under the call must fall between a minimum of €500,000 and a maximum of €1 million.

The initial planned duration of an action may not be lower than 24 nor exceed 48 months.

 Partnerships must include organisations from at least three eligible countries (EU member states or Neighbourhood partner countries), of which at least two different Neighbourhood countries covered by the lot.

This is a restricted call for proposals. In the first instance, only concept notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a full application form.

The deadline for the submission of Concept Notes is 04 June 2014.
