News Union for the Mediterranean: First Ministerial Conference on Sustainable Urban Development; Strasbourg – Thursday 10 November 2011, Council of Europe

The French and Egyptian co-presidency, in conjunction with the Polish EU Council Presidency and the European Commission, hosted the Union of the Mediterranean’s First Conference on Sustainable Urban Development in Strasbourg on Thursday 10 November.

The conference was jointly chaired by Philippe RICHERT, the French Minister responsible for Local Authorities, Mohamed Fathi ALBARADAI, the Egyptian Minister for Housing and Urban Development and Mohamed Ahmed ATEYA, the Egyptian Minister for Local Development. This interministerial conference of the Union for the Mediterranean (UfM) was the first such meeting to take place since the recent upheaval in the countries on the southern shore.

All delegations stressed how important it is to bring about the balanced and sustainable development of cities and regions, so they can meet demographic challenges and ensure social solidarity and economic competitiveness, while respecting cultural heritage and seeking to preserve the environment and promote cultural diversity.

They all agreed on the need to work with the UfM Secretariat to give a firm boost to cooperation on this issue and facilitate the development of projects. The meeting concluded with the adoption of a Declaration outlining the issues involved in the development of a sustainable Euro-Mediterranean urban strategy, setting out the principles for its implementation and identifying a number of priorities for work.

The Ministers pledged to support the development of multi-level governance at national level, in order to help meet the challenges facing Euro-Mediterranean cities and regions.

The Ministers called on EU local authorities to get involved in decentralised cooperation schemes with UfM countries that are not members of the EU.

Lastly, the Ministers welcomed the steps taken by the European Investment Bank, the World Bank and the French Development Agency to encourage the development of sustainable urban development projects qualifying for the UfM quality label.
