حوض زيز... الهاجس المائي

لا يتوافر الماء بحوض زيز (بواحة تافيلالت) إلا بكميات محدودة وفي أماكن معينة، مما يجعل منه عاملا أساسيا جدا في تطوير الأنشطة الاقتصادية وتركيز التجمعات البشرية. فدوره الرئيسي المهيكل للمجال وللاقتصاد الذي زاد أهمية مع تعاقب العقود، أي مع تكاثر الـسكان وتنوع الاقتصاد، سيغدو أكثر فأكثر حاسما في المستقبل، نظرا للإمكانيات جد المحدودة التي يتوافر عليها الحوض في هذا الباب، وما يصيب الموارد المائية من تناقص بـفعل تفاقم الجفاف، وما يرتقب أن يحتد من تنافس مرير على هذا العنصر الثمين بين مختلف المستهلكين في كافة الميادين. فالخطر هو أن تبرز ندرة الماء على المدى المتوسط أو البعيد كعامل محدد أو معاكس للتنمية الاقتصادية والاجتماعية بتافيلالت.

لذا ونظرا لخصوصيات الحوض الجغرافية التي تجعل منه حوضا مناخيا قاحلا ومعزولا، فإنه مقارنة بأحواض أخرى من المغرب يوجد في وضعية حرجة، وهو يواجه تحديات اقتصادية كبيرة (تنمية السياحة) وتحولات اجتماعية عميقة ( تسارع التمدين)، من شأنها أن تزيد من حدة الطلب على الماء.

الملتقى الإعلامي العربي الأول للبيئة والتنمية المستدامة

خلص الملتقى الإعلامي العربي الأول للبيئة والتنمية إلى توصيات دعت إلى إنشاء شبكة للمعلومات البيئية على مستوى العالم العربي مع تفعيل عمليات عقد الدورات البيئية الخاصة بالإعلاميين لتعزيز قدراتهم في مجالات البيئة المختلفة.

وأوصى الملتقى إلى إبراز دور الإعلام البيئي لاعداد برامج لتوعية الحجاج والمعتمرين و إعداد دليل خاص بالقضايا الإعلامية البيئية واستخدام مصطلحات البيئة العربية التي تعبر عن واقع البيئة العربية ووضع خطة إعلامية بيئية يتم تنفيذها من خلال الإذاعة والتلفزيون.

ودعا الملتقى كذلك إلى تضمين المفاهيم البيئية في المناهج الدراسية في الوطن العربي والاهتمام بموضوعات البيئة في مناهج رياض الأطفال و إعداد موسوعة تعزز استخدام الوسائل التعليمية وأفلام تتناول قضايا البيئة العربية.

مخاوف من شح المياه في المغرب

رغم وجود عدة أنهار كبرى ورغم سياسة بناء السدود المتبعة منذ الستينات، فإن المغرب من الدول المرشحة لتشهد نقصا في المياه خلال الخمس عشرة سنة المقبلة. بفعل النمو الديموغرافي وتنوع الأنشطة الإقتصادية لم تعد الموارد المائية المتوفرة حاليا بالمغرب كافية للاستجابة للحاجيات المتنامية في شتى المجالات. وفي هذا الإطار يقول سعيد لعريبية مهندس في المياه والغابات: "على غرار باقي دول العام، يواجه المغرب جملة من المشاكل ترتبط أساسا بالتنمية المستدامة للموارد المائية، إذا أن هذه الموارد المائية تعرف ظغطا متزايدا من ناحية الطلب بسبب النمو الديموغرافي المتزايد والتقدم الإقتصادي الذي يعرفه المغرب في أفق ألفين وعشرين المتغيرات المناخية وأعني الجفاف ستؤدي إلى انخفاض حاد في الموارد المائية بالمغرب بنسبة عشرة إلى خمسة عشر بالمئة في الوقت التي ستتزايد متطلبات الزراعة بما يعادل 7 إلى 12 بالمئة".
ومنذ أن حدد العاهل المغربي المحاور الأساسية للسياسة المائية بمناسبة افتتاح المجلس الأعلى للماء سنة 2002، دأبت الحكومة المغربية في التباحث بشأن ما أطلق عليه باسم المخطط الوطني لتدبير الماء. وعن سياسة الحكومة المغربية في الماء يقول ماجد بن بيبة مدير البحث والتخطيط المائي بالمغرب: " ترتكز هذه السياسة على تدبير الطلب وأصبحت سياسة جديدة منذ إقرار القانون المتعلق بالماء الذي يعطي أهمية كبيرة لتدبير الماء، خاصة الطلب. وإرتكزت السياسة على تدبير الطلب وإيجاد صيغ جديدة لضمان إستدامة التزويد بالماء الصالح للشرب، كما ترتكز على الامركزية، بحيث أنه من أجل تطبيق القانون المتعلق بالماء تم إنشاء وكالة الأحواض المائية لكي تكون أداة فعالة في التدبير الامركزي للموارد المائية.

First Announcement and Call for papers for the International Conference on Technologies for Industrial Wastewater Treatment and Reuse in the Mediterranean Region

The Conference will take place in “Jerba”, Tunisia the days 24-26 May 2007. The main Objectives of the Conference are:

- To update and to discuss recent trends in industrial wastewater treatment and reuse technologies. Emphasis will be laid on those technologies which are adapted economically, and socially to Developing and Transition Countries in the Mediterranean Region;
- To initiate international cooperative networks;
- To identify key research projects for the ongoing EU 7th Framework Programme.

INSPIRE Draft Implementing Rules for Metadata have been made publicly available today. Comments on this draft are restricted to registered Spatial Data Interest Communities and Legally Mandated Organizations ONLY.
Their contact persons have been notified on the relevant procedure. A revised draft open to public comments will be made available towards the end of June 2007. Based on all the comments received, the Commission will submit a proposal for metadata implementing rules to the regulatory committee envisaged by the Directive towards the end of 2007 with a view to have them adopted by March 2008.

On 29 January 2007 the African Development Bank (AfDB) hosted the First Rural Water Supply and Sanitation Initiative Multi-donor Trust Fund (RWSSI Trust Fund) Steering Committee, gathering donors, respectively Denmark, France and the Netherlands, and AfDB representatives to discuss and validate the RWSSI Trust Fund Indicative Budget, strategy and operations in targeted African countries for the year 2007.

The Netherlands aids in Egyptian water resources development

The Dutch government has donated 4.2 million euro to Egypt for the carrying out of the second stage of a national plan for water resources which will last until 2017 and will cost 19.52 billion euro.

Egypt's Irrigation Minister, Mahmoud Abu Zeid, said an irrigation project has been approved for 1,100 hectares in the western part of the Nile delta with the contribution of the private sector. The area was damaged after the exhaustion of underground water resources and the worsening of water quality. Under the same project the villages in the area will be provided with a sewer system. Only 4% of Egyptian villages have a sewer system.
