Publication: HELP Newsletter Issue NO. 5

HELP is a joint UNESCO IHP-WMO initiative and is a cross-cutting programme of the Sixth Phase of the International Hydrological Programme of UNESCO. HELP has just published its Newsletter Issue No 5 for December 2006.
