Second high-level preparatory meeting for the Fifth Ministerial Conference on Environment and Health
Tthe Second High Level preparatory meeting for the Fifth Ministerial Conference on Environment and Health will be held on 22-24 October in Madrid (Spain).
The meeting will
be an important step in the process of definition of the programme and
declaration of the Fifth Ministerial Conference on Environment and Health to be
held in Italy in 2009. As discussed at the first meeting of the Working Group on
Water it is crucial that the Protocol on Water and Health becomes part of the
Conference official agenda and is included in the final
declaration.
As you know, 2009 signs the 10th
anniversary since the adoption of the Protocol which is a "product" of the
Environment and Health Ministerial Process as it's been adopted at the London
Ministerial Conference in 1999. This together with the scientific evidence that
the Protocol is a much needed tool in the region (see attached paper) are very
strong arguments to call for its inclusion in the Conference agenda and
declaration.
The Protocol's Bureau has discussed this
issue at length in its last meeting and has also stressed the importance of a
clear political recognition of the Protocol within the Ministerial Conference.
To this aim, also on behalf of the Bureau, you are
kindly asked to get in contact with your colleagues attending the Madrid meeting
in order to raise their attention to the Protocol and ask them to intervene on
the subject, supporting the inclusion of the Protocol in the official
agenda of the Ministerial Conference (and not as a side event) and in the
Declaration.
It's essential that as many delegations,
and in particular Parties to the Protocol, echo each other and show wide support
for the proposal.
