  <title type="html">Euro-Mediterranean Information System on know-how in the Water sector - UNEP-MAP</title>

  Plan&lt;/font&gt;&lt;/b&gt; (&lt;a href="http://www.unepmap.org"
  target="_Blank"&gt;UNEP/MAP&lt;/a&gt;).&lt;/p&gt;

  &lt;p&gt;Adopted in 1976 in Barcelona, MAP was the first UNEP's regional Sea
  Convention. This Barcelona convention and its 6 Protocols constitute legally
  binding instruments.&lt;/p&gt;

  &lt;p&gt;The MAP was originally a framework for common actions (preparation of
  regional and national policies, capacity building and technical assistance)
  needed by the Mediterranean Countries to combat the pollution of the
  Mediterranean Sea itself (see &lt;a href="initiatives/map/BC76_eng.pdf"&gt;&lt;font
  color="#330033"&gt;MAP Phase I&lt;/font&gt;&lt;/a&gt;).&lt;/p&gt;

  &lt;p&gt;In 1995,&amp;nbsp;the &lt;font color="#330033"&gt;Barcelona conventions&amp;nbsp;was
  extensively ammended&lt;/font&gt; to give a sustainable development focus and to
  deal with costal area as well (see &lt;a
  href="initiatives/map/BC95_eng.pdf"&gt;&lt;font color="#330033"&gt;MAP Phase
  II&lt;/font&gt;&lt;/a&gt;). Indeed activities carried out between 1976 and 1995
  confirmed that socio-economic trends, combined with inadequate development
  planning and management are the root of most environmental problems.
  Estimates showed that up to 80 per cent of marine pollution was originated
  by land-based activities.&lt;/p&gt;</subtitle>

  <summary type="html" xml:lang="en">&lt;P&gt;The objectives of the monitoring activities implemented as part of MED POL Phase III are: &lt;BR&gt;to present periodical assessments of the state of the environment in hot spots and coastal areas (needed to provide information for decision makers on the basic environmental status of the areas which are under anthropogenic pressures); &lt;BR&gt;to determine temporal trends of some selected contaminants in order to assess the effectiveness of actions and policy measures, and &lt;BR&gt;to enhance the control of pollution by means of compliance to national/international regulatory limits. &lt;/P&gt;
