Project The Mediterranean Innovation and Research Action

The Mediterranean Innovation and Research coordination Action (MIRA) is a dialogue and action platform encouraging scientific and technological collaboration between the Mediterranean Partner Courtries (MPC’s) and European Countries since 2008.

MIRA is an INCO-Net type project funded by the 7th EU Framework Programme for RTD supported by the Monitoring Committee for the Euro-Mediterranean S&T Cooperation in RTD (MoCo). Bringing together senior official representatives from the Mediterrean Partner Countries, EU Member states and Associated Countries, The MoCo Forum acts as Steering Committee for MIRA and enhances ability to access expert communities.

With a Network involving 30 partners in 20 countries, the MIRA platform gathers expert voices including leading scientific communities as well as policy makers and stakeholders, bridging policy and research.

MIRA is a Portal for funding opportunities dealing with the EU-MPC cooperation in S&T, either from bilateral (MS-MPC) sources or multilateral sources, such as the Framework Programme of S&T, other European programs, such as ENPI, FEMIP-EIB, etc., or other International multilateral programs. The portal is fed by the information retrieved in the Calls for Proposals of the Agencies identified as funding Agencies for EU-MPC scientific or technical cooperation, as well as from international Agencies such as UNESCO, OCDE, etc.

The Mediterranean Innovation and Research Action (MIRA) is an INCO-Net Coordination Action financed by the International Cooperation - Capacities Program of the 7th Framework Program of the European Union.

Partners

Among the MIRA consortium, a number of partners have already participated in actions aimed at analyzing and supporting the EU-MPC scientific cooperation. Their former involvements include projects such as ESTIME and ASBIMED, dedicated to characterizing the RTD system in the MPCs and the EU-MPC bilateral scientific cooperation as well as supporting the creation of the Information Points in the MPCs. Some partners have also participated in the EUROMEDANET and ERAMED projects and worked towards identifying topics of common interest between EU-MPCs for the priorities of FP7, project MED7.

Building on this experience, the MIRA partners can rely on existing infrastructures to support the participation of MPCs in the Framework Programme of the EU. They can also provide the MoCo with data and analysis to recommend actions to be taken to improve the Euro-Mediterranean cooperation in research and technological cooperation to the European Commission.

Objectives

It aims at developing a scientific and technological partnership between the European Union (EU) and the Mediterranean Partner Countries (MPC), by the use of dialogue platforms, identifying topics of common scientific interest, promoting the creation of an Observatory of EU-MPC scientific cooperation, and promoting the development of the Euro-Mediterranean Innovation Space and other join initiatives with a research component such as the Horizon2020 Program of de-contamination of the Mediterranean. Moreover, it support to the functioning of the Monitoring Committee for Euro-Mediterranean Cooperation in S&T (MoCo).

The principal objectives of the MIRA project are :

  • to develop and support the dialogue between EU – MPCs by bringing together policymakers and stakeholders from each MPC and EU Member states
  • to create a dialogue and action platform to identify common interest in research areas, set up S&T priorities, support capacity building activities and enhance the interaction between different cooperation instruments of the EC
  • to promote actions in order to monitor, develop and contribute to creating synergies among the various S&T cooperation programmes between MPCs/EU and foster the participation of the MPCs in the Framework Programmes

 

Results

MIRA is open to new opportunities for cooperation with existing initiatives and projects which focus on the creation of economic prosperity in the Mediterranean area. In order to provide a strong institutional basis for the EU - MPC Science & Technology cooperation, MIRA develops the following activities :

  • Raising awareness with workshops on FP7 opportunities
  • Creating capacities trough training activities led by experts
  • Championing an observatory on EU – MPC Science & Technology cooperation

Mira organises training activities to improve the quality of participation and management of the partners of FP7 from the MPCs. It organizes meetings to monitor and discuss the content of the thematic priorities of FP7 in terms of common interest for the EU and MPCs. Mira has also created an Observatory of the EU - MPC S&T cooperation, using agreed indicators for the monitoring of RTD cooperation activities.

Finally, MIRA is also involved in evaluating the actual information points, training managers, scientists, auditors and other relevant actors as well as promoting seminars of project writing and delivering recommendations for the national authorities.
