Towards Green Growth in the Mediterranean Countries

The Marseille Centre for the Mediterranean Integration (CMI) and its partners the World Bank, the European Investment Bank, the French Development Agency, Plan Bleu, Femise and the City of Marseille have initiated a thorough review of green growth and produced the 2012 MED report "Towards Green Growth in Mediterranean countries". This work is furtherred with the collaboration of the Office of Economic Cooperation for Mediterranean and Middle East (OCEMO). This will lead to recommendations in linkage with RIO + 20 and will be officially presented during the conference to be held on 2 and 3 May 2012 in Marseille. The objective is to offer civil society actors and experts the opportunity to demonstrate that the environment is an outstanding opportunity for job creation, social cohesion, and water and energy savings.

In the water sector, access to reliable information is a major challenge for a transparent and efficient governance. A national water data collection and monitoring system is an essential element in order to provide reliable background for defining, implementing and evaluating each country’s water policies and investments linked to clear and shared objectives. Improving institutional cooperation and implementing jointly agreed standads are the main challenges. EMWIS have been working with all Mediterranean countries since 2005 on sharing knowledge on data management. A new momentum has been reached thanks to the Union for the Mediterranean Ministerial recommendations for data, information and statistics on water, based on internationally agreed definitions and methods, structured within information systems. The commitments to be discussed are directly linked to the governance targets of the Mediterranean Process, as well as the information monitoring and sharing of the thematic process “cooperation and peace”.

The research carried out by the Water Think Tank Méditerranée has led to the definition of the various types of conflict of use and an analysis of the solutions observed as far as water sharing is concerned. Following this work, the founding partners of the Water Think Tank Méditerranée decided to organise a symposium, which was held on November 10th, 2011, to present and discuss the results of their research with all the stakeholders involved. The goal therefore was to give voice to a panel of experts, decision-makers and water professionals from the Northern and Southern shores of the Mediterranean, so as to prompt the sharing of experiences and identify the most appropriate strategies for future research conducted by the Water Think Tank Méditerranée.

Climate change will affect almost everyone and any sector of economy. In the Mediterranean region, agriculture and tourism are strategically important since they affect environment, support occupation and produce impacts (positive and negative) to a large part of society. However, the performance of both sectors strongly depends on climate and availability/consumption of water resources. The session will introduce the expected impact of climate change on agriculture and tourism in the Mediterranean region. The results are based mainly on the achievements of WASSERMed project (EC-FP7-ENV) and regional climate model in resolution 0.25°x0.25°. After few brief presentations, illustratating different views of the problem, a discussion will be open focussing on the possible solutions (adaptation/mitigation measures) that consider technical, environmental and socio-economic aspects at both regional and local scale.

The common stakes that Mediterranean countries face in water incite to develop, as of today, a greater cooperation between all the stakeholders of the sector in the region. The IPEMED’s project aims to answer theses stakes by favoring both the implementation of an interdisciplinary tool supporting the elaboration of local and/or national water policies, and of an involvement mechanism of water stakeholders in the definition of regional water strategies:
- the 1st tool proposed is the “Mediterranean Network of resources on the water” that aims to mutualize within a regional network the skills of regional water institutions that work in different domains (information, training, foresight, research-innovation…)
- the 2nd tool, the “Mediterranean Committee of water stakeholders”, inspired of “Committees of basins” existing in some countries of the region, would gather all the stakeholders that contribute to the implementation of water policies and projects (cities, basin agencies, NGO, operators, users association, states…).

This event aims to highlight what we should know about the water market as seen from wetland areas in the Mediterranean region. In early 2012 the Mediterranean Wetlands Observatory published its first regional report on the state of these ecosystems, which are heavily dependent on water. The event will focus on the water-related aspects of this report. It will start with a recent short film giving a general overview, and this will be followed by a brief presentation showing some recent technical results in this area. The session will end with a discussion with the floor on how the water industry can take account of the needs of wetland ecosystems.
