Funding at ECRR portal
This section gives an overview of the most common EU funding programmes. It must be noted that from 2007, a modified scheme and new programmes replace the previous EU funding structure and several Community programmes. The new funding scheme consists of five Budgetary Headings representing the EU’s main objectives:
The EU as a global partner; Cohesion for growth and employment (i.e. for the environment: Cohesion fund, ERDF and ESF); Preservation and management of Natural Resources (i.e. for environment: LIFE+, EAFRD); Citizen, Freedom, Security and Justice; Competitiveness for growth and employment (i.e. for the environment: FP7).

The European Investment Bank and the water and sanitation sector
The European Investment Bank (EIB) supports capital projects that in a practical concrete way promote the objectives of the European Union (EU). Environmental protection and improving people’ s welfare are one of the Bank’s key priorities, for which it earmarks between 25% and 35% of its annual lending in the Member Countries of the Union. In 2005, the environment accounted for 33% of individual lending for major projects in the EU-25, 56% in the Acceding and Accession Countries and 22% in other partner countries. The EIB’s individual direct loans for capital investment in the water and sanitation sector in 2005 amounted to EUR 2 113 million, of which EUR 1 882 million in the EU-25, EUR 43 million in the Acceding and Accession Countries and EUR 189 million in the partner countries. The European Union Solidarity Fund
It was following the devastating floods which hit Central Europe in August 2002 that, following a European Commission proposal, a new European financial instrument was created, distinct from the structural instruments: the European Union Solidarity Fund (EUSF). The 2003 heatwave, with its particularly dramatic consequences for Mediterranean regions ravaged by forest fires and drought, left no doubt about the importance of effectively organising European solidarity in response to major disasters.
